Leveling problem with Olhausen Table....help please

I have a 20 year old Olhausen furniture table (golf table design). the installer is doing his best to get it level, but can only level it if he floats the slate....meaning he has to shim below most of the slate to compensate for what may be the frame sagging in the center of the table...the table is level except when shooting across the table at each end....the ball fades toward the center of the table when shooting across each end rail. Is there any other way to fix this other than floating the slate with a ton of shims? ...and what is the problem if any, with "floating the slate"?

If the frame has sagged in the middle, the slate may have to be brought up to make it level with the ends. Ideally, as much of the slate as possible will be touching the frame, but with a sagged frame, that's not always possible.
