Absolutely. Short races of 9 ball are a ridiculous way to try to assess players. In fact, even long races of 9 ball are a ridiculous way to assess professional pool players - they are all good enough to run out if the layout is set up right, none of them can get out if the layout is wrong (see "The Color of Money with Efren and Earl - not much difference).
