Eric for a grand you have a choice at several Great makers. Here are a few makers that make great cues that I have owned for under a grand in no particular order.
Lambros- plain rings usually and slightly over a thousand but will hold its value very well, people are crazy about them. Medium hit
Rick Howard- great playing cues with a harder hit
Wes hunter- another great playing cue with a very hard hit
Olney- great playing with a medium to hard hit
Gilbert- great cue, medium hit
Bob Frey- has worked with Tim Scruggs forever and also builds one hell of a playing cue.
Madden- probably the softest of any of the above cues mentioned above but extremely consistent from cue to cue with a great balance
If I was Looking at resale I would go with the Lambros, although I prob wouldn't pick it personally if I was wanting one of the above to play with, just because of the rings (nothing to do with the playability just personal preference with me and stitch rings).
The other 6 mentioned to me are all very underrated cue makers that make excellent cues. I have only owned 1 Lambros but have owned 4 or more of every other maker above with the exception of Wes hunter and have had 2 of those.
