Interesting jig. I think some guys simply use a quarter round bit on a router table to dowel squares. I think it would be neat to experiment to make that jig a more accurate (and automated) setup for tapering. It may only be practical for roughing passes (cutting squares down, trimming pointstock excess, straight tapers on butt sections, etc).
1 pass with a solid wing cutter.
I like to do mine between centres and try to have the same grain on each centre, that is just me.
The dowel machines like what Rick has is just the nuts for knocking off the corners etc, that is hard to beat for speed.
