I believe that when the seller replies to the scammers question, they are somehow able to do whatever they are doing.

Usually the phishing message comes via email, and when you click on the item in order to look at it, you are routed to your browser and prompted to log in to Ebay. It all apears to be normal, but since the spoof email is a total fake, you are not actually logging into Ebay, you are entering your login and password to a HTML page on the scam site.
