Nicknamed a local player "Cobweb" years ago and it stuck. He'll stare at a hanging ball for 2 minutes, then he'll take 30 practice strokes.
Played in a senior league where a player did the same thing, At least 25 strokes. At one point felt like saying... Would you fkn shoot. And he was not that good. I hope he eventually wore his hand and cue out. What an annoying fk.

In the mid-2000's, in a local Rockville MD tournament, there were two players who had a habit of getting down, standing up, getting down, standing up, and repeating this for as many as ten times each. Both of them were really good people, and one of them was a world class nine ball player who once beat John Schmidt 11-0 in a tournament semifinal, while the other one used to win Planet Pool women's tournaments on a regular basis. If they'd been married their offspring might've broken every shot clock in existence. Those who know them will know who I'm talking about.
 
Best way to play this kind of person is this.
If you trust them turn your back and walk away to another part of the room and talk to your friends.
I did it twice in twenty yrs, worked perfect both times, one of em complained to the TD :).
But.... if you don't trust them tell em you'll have a friend watch you shoot.... say he'll come and get me when it's my turn.
Or read a book till opponent talks to you then look up and say something creative.
It works!!!!

They love the attention.
ignoring them typically works - go take a shit, go eat food, sit at a table and trim your nails
Go home. Come back. Take a GOOD shit. And a 2 strokes for a stroke... they take 20 you take 40.
