Well, specifically about Lucky cues: I bought one about 2 years ago for the guests in my pool room. It hits alright.

I was not impressed with the manufacturing quality, however. The cue fell over on one of the first days, hit a table sitting beside the pool table. Nothing really bad, just barely hitting it. After that there was a round 1/2" piece of the lacquer missing and the "hole" is about 1mm deep. My other cues have had far worse things happen to them and you can't find anything even close to that on them.

What was worse was that the cue produces a funny noise about every fifth time you hit a ball with it. Most probable cause is a somewhat loose ferrule. Whatever.

I would not buy one again. I'd rather buy a cheap Player's for a little more, my L28 cost around $100.
