No special tools?
It can be removed with a pair of pliers. To keep from chewing up the rubber, wrap it with cloth or rubber. It's held in by friction only - no threads.
My local McD dealer has the tool, but it really isn't necessary.

I've seen a few other threads with the same question.
That neat tool for removing the bumper is $25 !!!
Assuming it has the 'M' shamrock on the bottom, the rubber bumper is just 'popped' in there. All you have to do is 'pop' it out.
A pair of pliers, a towel, and patience...
Or you can pry it out with your thumbs. Hold the butt end so that the bumper is up. Grip the butt sleeve with both hands and, using your thumbs, push the bumper out of it's socket a little. Rotate the cue a little, and do the same. The more bumper that gets exposed, the easier it will be to get it off.
I've repeatedly gotten the bumpers off my McDermotts that way.
Again, it's time-consuming, but the likelyhood of scratching the finish with pliers or the like is non-existent.

New vs old
The newer ones are hollow and should be much easier to remove than the older ones which are solid rubber.
BTW, the hollow ones make a sound like something is rattling when they hit the floor. I replaced mine with a solid one long ago.
