Not a big deal. Cues are made of many different materials, and each material behaves differently. It is common to feel rings, especially metal, and shouldn't be alarming. It is not indicative of an issue or bad quality.

It seems the better cues get, the finer the workmanship & cleaner the finish, the more pronounced little things like that become. When a raised ring or an inlay that can be felt is a big deal, then we have really brought cues a long way. They are so fine that substrate idiosyncrasies become a big deal when before issues like this weren't even on the radar. The finish flows out evenly over the cue, but with time & climatic changes, moisture content of each material varies. The overlaying finish moves accordingly, which can then be felt or sometimes even visible. I won't even pretend to have an answer or cure for it. It's nature. I know it's common to think of these kind of issues as problematic, but in truth no maker, production nor custom are immune. There's nothing we can do to join wood and plastic and metal without eventual natural adjustment taking place.
