Regardless of the layers left...is it the norm for the tip to simply get really hard and probably be in need of replacement? Possibly common with most layered tips?

Short answer yes. Typically you dont see it until its about halfway down. If its still tall, try reshaping/scuffing to see if a fresh surface feels better before you cut it off. Sometimes it helps, sometimes you realize you got a hard tip.
