Question,

Does Oscar get points based on his 3rd place finish in the tournament (in other words is there a certain amount of points given for a first/second/third/fourth etc…. or does he get points for being the top American at the tournament.

In other words, does his finish garner him the highest amount of MC points possible at a tournament because he was the highest finishing American?

In other words (again), would he have gotten more points if he had won the tournament outright?
 
This year they haven't announced the point system, as far as I know.

Yes, with his third place finish, Oscar will lead the Mosconi points race. Other Americans with top ten finishes included Rodney Morris (4th), Shawn Wilkie (tied 5th), Hunter Lombardo (tied 7th), Dennis Hatch (tied 9th), and Mike Dechaine (tied 9th). All of them will get points but will trail Oscar. All of these guys will be targeting the Derby City 9-ball event, which is just over two weeks away.

The points awarded for Turning Stone will be based on a formula used last year (which I don't have memorized) and the grading of this event (Level II, I think), which was announced a few weeks ago.
 
I believe that with the three tiers of events that a player will get the points for the level of their finish. Like if 1st gets 10 points then 2nd gets 8 and third gets 6 then Oscar would get six since he finished third.
 
The way it worked last year it didn't matter how high they placed, it just mattered how they did compared to the other Americans. This year they haven't announced the point system, as far as I know.

American players who finished in the top 32 places in a MC-points event got points, determined by their placement in the event (not their placement among Americans).

So if the top American finished 5th, he got 5th-place points according to the scale for that category of event, and no American would get what would have been more points for 1st through 4th. At the extreme (didn't happen last year), if no American finished in the top 32 of the event, then no American would get any points.

But, as you say, we haven't heard about this year yet, except that they plan to award points in a lot more events this year.

Since I know you have a bit of insight =P I have to ask... Compared to the Open where we used the Diamond 9 Accu-Rack.. What did you think of the opponent rack rules and the resulting play?? I will say Zuglan WILL be a hard sell like DCC... Greg and Mike are old school... I will also say this as far as a learning curve... If we did the 10ball MIH tomorrow the 10 would be on the spot and the 2/3 would not be on the wings.. I don't think we change a thing for the Open in 2016.......
