What does the ball want to do naturally? This concept is the bar, its the above center, 12 o'clock striking/then rolling of the cue ball that 'stands alone' in its importance. This is what the ball always does once all the unnatural spin comes off the cue ball, and probably what the cue ball does well over 90% of its time during movement. This is the first question all pros ask themselves when they first come to the table and asses the shot and position of the next shot to be made. Simply put, if you know where the balls want to go then and only then can you move forward quickly with your game. In all my years I have never heard anyone but her say that.
