Yes, quick reply doesn't work for me either - so I used the "quote" button.
works for me, the button isn't labelled but it's in its usual spot at the bottom right. Clicking it enables the greyed out quick reply field (it might be an option where that field is showing but greyed out, or is hidden and then shows when you click the button)
A sensible way to present it is to just have the text field available without needing to click anything first. I've seen that elsewhere and it speeds things right along. If it's an option then I hope they enable it.

For the ISP employee who's been posting:
One thing I'm noticing (FF 3.0.6 on a Mac) is that the "location" text each user is allowed to plug in - it's not wrapping as it used to prior to the move/update.
In some skins, it will push that whole group of info in leftward, so it fits in the area provided - it's pushing out from the right side.
In the Tech Two skin (the first one), where the "location" info (along with other bits) are wrapped in small gray boxes with a red bit on the left, longer text isn't pushing the position of that group of data; rather, it's spilling off the right side.
