Mystery cue, please help ID

Horn maybe?

Looks like it could be an old Verl Horn cue. He used some 5/16x18 pins and the joint looks right. The weight bold looks right. Butt cap material? He used mostly delrin but i've seen some other materials used. The chipped butt cap is a mystery.:thumbup:
 
So far I've spoken with Barry Szamboti and sent photos to Dan Janes, Mike Johnson and Richard Black , the cue wasn't made by any of them. Still waiting to hear from Bil Stroud and Bill Schick though. Anyone else have any guesses?
 
Still looking for opinions and also looking for an current email address for Bill Stroud. Any ideas?

I find it hard to believe it is delrin with that chunk busted off like that.
A lot of that cue screams Mali to me. But the joint does look National.
The middle ring is what throws me off.
 
Def not a Gilbert and it obviously predates his cuemaking.

Wish I had some decent suggestions. I'm ??? on this one.
