It isn't the bumper's fault. The bore to accept the bumper needs to executed exactly. Tolerance is the key.
Now, when you get the new bumper, use a dab of rubber cement to keep it in place. That way, the bumper can still be removed if the cue needs some work in the future.

Dave, Do slim butts need big bumpers or does fat butts? :shrug:
I have come to realize that when talking about cues, there is no clean way to discuss it...it all sounds dirty...stroking shafts, polishing the shaft, screwing the shaft, butt caps, butt plugs, rubbers, my butt makes a funny noise, etc....:shocked:

It can be very difficult to insert a large bumper into a slim butt,....I always try to match the size of the bumper to the size of the butt:grin-square:
I have seen at times, a butt so large that no bumper is big enough...that's when the duct tape comes out...
