It has no standard Balabushka features. Wrong pin, wrong buttcap, wrong window, etc.
Bubbaandthem might be on to something with the old window Tad, if the workmanship is good. It looks like there are some problems with the window and rings lining up, but the pin is like Tad's old stuff, and the buttcap he did for the window cues was different than his standard long Delrin caps, and looks like yours. You have pearlized rings, which are right. It wouldn't hurt to run the pictures by Fred Kohara to see. They are usually good at recognizing their old work and they didn't make many window cues.
Rich used a 5/16-14 pin. I'm assuming this is a 5/16-18 pin?
