I can't tell if it's a Rambow. If not, it's for sure a Willie Hoppe professional at least.
The basic cue is the same as a Willie Hoppe professional although the black buttcap looks slightly thicker than most I've seen, so it's possible it's been changed. Also, the ivory ring looks pretty clean - most would have cracks by now, so I assume it was changed as well. I have several and the black butt plate measures 1/4".
The joint is consistent with the Hoppe Professional's and Rambow's from the 1950's, although the shaft inserts look a little different. I think the one shaft closest to the butt is original. The veneers and the prong woods etc are the colors that were common in the 1950's. Rambow was using Brunswick parts for his joints, so they are identical to the Brunswick although he sometimes turned the joint down with a slight taper, but Brunswick did too to make everything smooth then they custom fitted the shaft.
Without having a history on the cue or having an expert look at it, you can't really say it's a Rambow. You might want to contact Chris, Bogey on the boards here - who might be able to tell you more.
