Use Escrow. There's a sticky on the Wanted/For Sale page with all you need to know about who to contact and what is expected of all three parties.

I could see sending each cue to a knowledgeable and reputable third party and let him decide if the deal is reasonably as stated but in reality the easiest thing is a few inquiries to discover if either party is known as a bad seller. If not the odds are very long that there will be any problems. In many years of dealing across the country with deals both large and small I have had a total of four out of dozens of deals with even minor problems and one of those was a shipping issue with a large piece of machinery that was trucked improperly. In all cases the issues were resolved readily between two reasonable people.
I can't tell you what to do but for myself I would ask that each person have a three day right of refusal so that if they aren't happy with the deal they can return the cues for any reason. Each party pays their own shipping each way and is responsible to insure the cue when they ship.
There are a very few shady operators out there. It seems to me that 99 out of a hundred people dealing long distance are good people and the rest quickly become known. I don't overcomplicate deals and work largely on trust. It does depend largely on how huge the deal is to you and take whatever precautions you feel are necessary but I usually go on a person's word.
