I found one I thought worked well for Android, Pool Billiard Manager.

It has separate sections for 8,9,10 ball, and 14.1.

Although I have only fiddled with it, not actually used it, it seems fairly nice.

For timekeeping, I use Stopwatch & Timer from JupiterApps. I really like it a lot.
