If you want to buy something, just google BCA rule book or something similar. But the BCA (as opposed to the BCAPL) just adopts the rules promulgated by the WPA. Those rules can be found without charge on the WPA website (http://www.wpa-pool.com/web/the_rules_of_play) or on the BCA website (http://bca-pool.com/?page=54).

The BCA is a Trade Association they sold the Leagues to CSI (Cue Sports International) Which has BCAPL (BCA Pool Leagues) which a lot of people just call BCA. Yes they have some differences in the rules: 1) BCA (Billiard Congress of America) Trade Association uses Standardized World Rules. http://bca-pool.com/?page=54 2) The BCA does have a new book of rules as the Standardized World Rules changed last year: http://c.ymcdn.com/sites/bca-pool.c...ess_releases/BCA_Announces_New_Rule_Book_.pdf 3) Currently the BCAPL (CSI) does not have a printed book but the rules are located here: HOME PAGE - http://www.playcsipool.com/ BCAPL Rules page - http://www.playcsipool.com/bcapl-rules.html 4) Both organizations rules can be downloaded and printed
