Is there a 2017 BCA rule book available any where?

I am hearing the number of balls hitting a rail on the break changed as well as what is done with the cue ball when one scratches on the break.

If you want to buy something, just google BCA rule book or something similar.

But the BCA (as opposed to the BCAPL) just adopts the rules promulgated by the WPA. Those rules can be found without charge on the WPA website (http://www.wpa-pool.com/web/the_rules_of_play) or on the BCA website (http://bca-pool.com/?page=54).
 
BCA and BCAPL (CSI) are different

Most people don't know the difference. The BCA is a Trade Association they sold the Leagues to CSI (Cue Sports International) Which has BCAPL (BCA Pool Leagues) which a lot of people just call BCA.

Yes they have some differences in the rules:

1) BCA (Billiard Congress of America) Trade Association uses Standardized World Rules. http://bca-pool.com/?page=54

3) Currently the BCAPL (CSI) does not have a printed book but the rules are located here: HOME PAGE - http://www.playcsipool.com/
