Your 'device' is technically called a measuring instrument, also referred to as 'dial calipers'.
There's nothing 'vernier' about them. Vernier calipers don't have a dial. Kinda like a slide-rule.
This style isn't used much today. Machinists prefer the type that reads .100" per one rev. of the needle.
Yours reads .200" per rev. meaning they're about 1/2 as accurate.
