Starting today it is forbidden to play Billiards during the daytime in Uganda. The reasons being the youth often gets drunk/stoned and cause trouble. They also seem to discuss their nightly burglaring activities. Thank God I live in The Netherlands.

Geezy peezy, that is some law. I wonder how many pool rooms there are in Uganda. :p

In one of my world reference books, it states for Uganda: Crime levels are far lower than in neighboring Kenya, although theft in Kampala is a growing problem. Uganda now has one of the best human rights records in Africa.

AND this too: An East African country of fertile upland plateaus and mountains, Uganda has outlets to the sea through Kenya and Tanzania. Its history from independence in 1962 until 1986 was one of ethnic strife. Since 1986, under President Museveni, peace has been restored and steps taken to rebuild the economy and democracy.

This little fact, though, was very telling, IMHO: Education is not compulsory and all schools charge fees. Only 11 percent of pupils go on to secondary school.

In the words of Earl Strickland: Play pool and go to school.:p
