It's always been illegal - doesn't meet the 40" minimum. I've also wondered why. It's much easier to get air with just the shaft. Regular tip will do it too.

i couldn't say for sure. but doesn't seem to be an official setting, just a friendly/money match. i have never seen such a short cue allowed in c8b tournaments.
