How about this, if the table was leaned against a wall, and you laid the cue ball on the cushion, thats the horizontal edge of the spinning cue ball touching the rail.

Of course, on an upright table there's no gravity pressing the CB into the rail...

could some show a diagram or video please?

Pretty sure he means this - a sidespin shot viewed from above looks like a draw shot along the rail instead of the table surface.
