Not having a lathe isn't the problem. It's possible and rather easy to do a tip without a lathe and obtain very nice results.

It's easier with a lathe, but the idiot responsible for the shown results could screw that up, too.
 
I saw a cue one time where it was hourglass-shaped from over sanding.

The guy liked the feel of it. yuk

Ferrules can get tappered a bit if sanded, but gee whiz, a guy's gotta stop someplace!

I once whittled a 14mm tip AND ferrule AND thick acrylic backing pad down to 12 mm in just a few months by breaking with it over and over again with a closed bridge. The friction generated between cue and cloth is pretty abrasive.

I know a guy that shapes his ferrule like an hourglass on purpose, never asked the specific reason though.
