IMO its a foul...not at all sure if its a BIH foul though....as mentioned thats up to the shooter (the one watching).
In a serious tournement the players have to be careful not let a shirt,hand, cue..whatever.... touch/move any ball on the table or its foul.
So just picking up the seven and stating "I played that" is a foul without doubt.
If it were played it would not be on the table to be picked up.Period.
I have shot more then a few balls over the years that came back out over the years for whatever reason...sometimes empty holes spit out if ya hit em just so...
Point is,if its on the table after I shoot its a miss.
The object is to pocket balls.Either its on the table or in the pocket.Can't be both.
