As for calling all fouls for beginners, I think it's a great idea. Down at the Y, it's ok to bridge by grabbing a ball that's in the way, and you get to move the cue ball at least a butt diameter off the cushion when it's frozen. It's bad to learn stuff like that. It's better to play by all the rules.
BTW, the 2008 WPA rules will probably not have any section on "cue ball fouls only." It seems that only in the US do people ignore the "minor" fouls.
