Is it a foul if you draw the cue ball back into your tip? (Second contact during the shot)

Is it a foul if you move a ball and/or move a ball (with your shaft, for example) that the cue ball contacts during the shot?

If so, what happens next?

It is a foul at all pool games to hit the cue ball twice.
It is a foul to move a ball that then has an effect on the outcome of the shot (in that it's impossible to restore the position).
You should check for the rules on onepocket.org, but I think you have to take the balls in position. That assumes the contact was accidental. If intentional it is unsportsmanlike conduct.
