Who is the winner if you shoot your opponents 8th ball in their pocket before ,making all of your balls but, able to run out but, also has to spot a ball to make all 8 of your balls?
 
Once you make their game ball the game is over unless you also foul when making their game ball.

If you are playing first to 8 wins and you pocket your opponents 8th ball in his pocket he wins.
Now if his 8th ball is in the jaws you can shoot it in and follow the cue ball into his pocket and intentionally scratch.
Then his 8th ball spots and you lose 1 ball and it spots or you owe one if you have no balls to spot.
