Seems like a very early Palmer Cue

Nice condition. Replacement wrap looks awkward, too modern to me. There are better choices. One non-original shaft.

Nice cue.
Proficent stopped doing the 3-section nylon wraps as they originally came.

They both ran out of the nylon wrap and hated doing them so much they won't reorder new wrap!
 
Some second catalog cues did come with a single color nylon wrap, like this:

But I have never seen a 2nd catalog cue with an original speck linen wrap like your cue
 
Here is a Palmer like Frank Paradise, that Proficient refinished for me. They were going to give me a 3-part nylon wrap like it originally came with but only had enough material to do one, and something happened, and they had to start over and ran out of material.

So it got a speck green linen instead...

The wrap is closer to yours than yours is to my untouched original Palmers
 
What is it worth? I’m selling it for the owner
I think the value you were given above is correct. If I were going to buy it, I would not pay more than $300 to $350.

The one I have that looks just like yours, I got two years ago for $175 out of an estate sale.
