"Paypal not Working" Excuse

Personally, I cannot stand PayPal. I used to have an account, but I closed it because of all of the problems associated with it, like the spam e-mail of people stealing identities, et cetera.

I also have a 100-percent positive feedback on eBay, but today, if I were to buy something or sell, it would be by check and/or money order. It takes longer, but I like this method better.

JMHO, FWIW!

Well

I have found that when you have valid up-to-date info in your account, and you follow the instructions right, it works everytime.

I got this from Ebay's Answer area. I know it's written by another Ebay member, so it's just another opinion, but it's seems to make sense to me.

When To Leave Feedback

There is no set policy as to who should leave feedback first. This is an individual decision.

It is usually best to wait to leave feedback until the transaction is completed. This way if there are any problems, they can be worked out before it is left. As stated in post #2, feedback is not communication. Always try to work out any problems before leaving feedback. This will reduce the amount of mutually withdrawn feedbacks (which show on your profile page), and any follow-up feedback may be left in response to the original comment.

Fast payment does not mean a buyer deserves feedback right away. That is only one step of the transaction.

A buyer does not have to leave feedback the day they receive the item. Just receiving an item does not mean they've had a chance to look at the item and make sure it works or is as described.

Due to an increasing number of unwarranted negatives received after leaving positive for the buyer, many sellers now wait to leave feedback until they know the buyer has received the item and is happy. This does not mean they are holding your feedback "hostage".

If you are a buyer and are happy with the item you've received, you can let the seller know by either leaving positive feedback, sending them a brief email to tell them so, or both.

You have 90 days to leave feedback. If you know the auction number, you can leave leave feedback after 90 days using the Feedback Forum.
