They have this rule in the Texas Open as well. I agree that the rule is ok but it can be taken too far. A couple of years ago in the Open I made a 9-ball and scratched. Out of habit, I grabbed the balls and started racking for the next game. My opponent called it on me and got the extra game on the wire. Very nitty in my opinion...

Exactly! It's the same thing as having your opponent play against the ghost. They get out or they re-rack. The only difference here is it's even easier than playing the ghost because they can lock you up in a safety if they need too.
Funny story though, I was playing a guy that was doing that to me a few years ago, and he raked the last 4 balls on this one game to re-rack but didn't realize that I was already on the Hill. Match over! He actually got mad at me for not telling him I was on the hill, like it was my responsibility to yell out "UNO" or something.
Conceding to forfeit the match
I recently had a player concede the last game to me at a local tournament. He had a tough cut shot on the 9ft Gold Crown going down table where he had to draw and come back at an angle to make the 9 on the opposite end of the table. Not easy but a very manageable shot for this player or anyone of A speed or better. He pauses for a minute or two and I ask what's wrong. He says, "I am trying to decide whether or not I am going to give you the match". We were hill-hill mind you... He then states, "Yeah, I am gonna give you the match because I dont want to stay on the winners side". I am like..."Are you sure? Because, I think you should shoot the game out". He then says, "No, it's your match". But after saying this, he then shoots the shot on the 8 and makes it. He does get back for the 9 and makes it. I reported the match as a win but got very pissed about it the more I thought about it. I should not have allowed him to shoot out the balls if he conceded. First of all, he has now taken all of the pressure off to make the balls by conceding. Secondly, why shoot them out if you are conceding. You gave up! Thus, I will never allow that to happen again. If you concede...fine. Be a loser. But you will not get to shoot out the rack.
