Per Hour Pricing Questions (not complaints!)

I'm a big baby - I would say fine, we'll take 4 tables.

Seems like a silly pricing model. If I was a room owner, I'd rather have 4 people on 1 table, not putting any extra wear on my other tables, leaving them open for other customers (hopefully groups of 4), and hopefully having them all eating and drinking and spending more time there because they're not being pillaged for $40/hour. And as mentioned, a not empty room >>> ghost town for prospective customers.
I agree, at least at minimum take 2 tables so you are always playing, and just switch partners after each game. Heck, maybe get a third table for a practice table if you are really bored waiting for your shot ;)

when i rent a car they haven't yet charged me for each extra driver or passenger,

i can see a small extra charge for more players but that should be resolved by having a singles rate for practice that is lower than the regular rate.
which makes sense to get people in the room. more people create action and others come in.

There is usually a charge for extra drivers. Although sometimes that is offset by their rewards program and may not apply to "domestic partners".

best places have a monthly card. so each player is really paying. and encourages action as the time is paid for already.
which also lends to players stopping in to see what going on and hang around and spend some money.

and for daily paying customers a per table charge. or a discount charge for one player.

I worked at Hollywood Billiards in L.A. for two months back in 1988. They used to charge based on the number of people at the table. Like the OP suggested. Often ran into issues with people and girlfriends saying "I am just here to watch", but ended up trying to play and cheat the system. Nothing is perfect.

The rooms around my area often provide a slight discount for league members. They also offer "one price for all day play" on slow days.

I completely agree. But if his business model is working, I guess there's nobody here they can judge him. If it's not working then I guess he'll change his policy.
My brother and I used to frequent place in Knoxville with a poor business model. The owner's wife insisted she knew something about running a business so they ran it like an upscale restaurant. No one was surprised when it went under. No, some people aren't savvy enough to know what they don't know.
