Phenolic Tip rule???

OK, I remember reading that your cue tip must be leather only in the IPT. I remember seeing a few pictures on the IPT site which shows players to be using what looks to be a phhenolic tip break cue. Here are a few attached pictures:

(just did a quick browse, these were the only 2 photos, I seens a few BK2's but they could be using a leather tip on it I guess, this is the only one that really stands out)
 
I've noticed the same thing myself. I figured it's probably a phenolic ferrule with a very dark (maybe water buffalo) leather tip. Like you said, leather is a must in the ipt, so I can't imagine all those players (Ronnie and Ralph also use the phenolic ferrule) breaking the rules and getting away with it.

We also had a thread about Thomas Engert qualifying for Reno with a pic of him (http://forums.azbilliards.com/showthread.php?t=38182).

His break cue doesn´t look like it had a leather tip either, but I had a closer look at it: he glued a leather tip to it.

Looks funny, but I think, quite a couple of players did it this way...
Won´t make too much sense risking a punishment.
 
Questions

1) Did someone inspect cue equipment at NA Open, particularly break cues?
2) Did anyone get caught or reprimanded for phenolic tip? If so, what was the punishment or warning?

3) What is exactly the rule about it? Because I have heard that a mixture of phenolic and leather could be done and would be considered legal by the IPt.
A base of phenolic with layered strips of leather embedded within it.
4) Is the X-Breaker IPT legal? If not, are they going to come out with a model that is?

I think they should have the rule where if you weigh less than 150, you can use a phenolic break cue .... lol
 
I know of a couple of players using the Fury J/B who have attached a very thin WB tip to the end to make them IPT legal.

We have a legal IPT shaft.

It features a leather tip which is almost as hard as phenolic tips because of how we have treated the tip. It still breaks and jumps really well and is IPT legal. I do not believe there is any other leather tip stronger than what we use on our IPT shaft.

From what Deno told me, they have on site cue machanic who will install a leather tip for those who are breaking with a non leather tip cue. I would imagine the tip/ferrule combo will be faced off and a leather tip glued on top.

Well, all of the one piece ferrule phenolic break cues I saw had leather tips glued to them. I was watching all of them.

However, on round 1, day 1 - I saw someone using an X-breaker. I should have taken note of their name. No one said anything, nothing was made out of it. Probably because the tip looks like leather (ie, not a solid one piece block like Austin's)

A lot of pros, a lot of fans, and the staff of the IPT aren't nearly as gadget savvy as many of the folks on this forum who tediously debate the intricacies of every little piece of equipment and characteristic.

The referees at the NA Open inspected several tips/cues. Some were determined to be legal and others not. I know that the referees questioned Austin’s tip, I don't recall what the disposition was.
