Pool cue Vs Snooker cue

I still believe the best pure shot makers are Pro Snooker Players. And they can put some "mustard" on the cue ball, the most important ball on the table. A Snooker cue tip is normally about 9-10mm, while a "normal" pool cue is about 12.5-13mm. Why is that? It's a combination of physics and geometry.
That big fat tip is more "forgiving", don't like it. I play pool with an 11.5mm conical tapered tip. "Every" cue maker has a different "Pro Taper", right? The smaller shaft size allows it to "flex" more and stay in contact with the white ball longer, more spin??? A "soft" tip grabs hold much better, but the soft tips mushroom.
The flat spot at the base of a snooker cue? Some say a "good" one is weighted opposite the flat side?
I don't know, just asking a question.
