I've been reading up on European governance styles.
It is from the LOC New York, C. Scribner, 1859.
The traditional style of governance outside of the US is described.
Jobs are for life. The article is about German governing style for appointing positions.
It clearly states appointed position allow for putting personal interests above professional interests.
The work is title "Peasant life in Germany"
It is doubtful Americans will understand the choices non-Americans make to live. Or how their government structures are designed.
