My home room offers all the club members discounts in the form of either a play as much as you like fixed monthly fee or 20 hours at a discounted rate. The problem with the 20 hours is that they keep track of the hours in an excel sheet and it's not working that well. I was wondering is there's a better solution with a web interface and maybe a mobile app where you can keep track of the hours you have left and maybe even buy new ones.

You could probably commission one for not too much money. I designed and had built an app for running poker-style pool tournaments. With a good RFP, and ready to go wire frames, a simple app can be done offshore for a few hundred.

You need a pool fanatic that is also an app developer for his/her dayjob. Or, you need to hire an app developer that knows nothing about pool and explain how you want the app to work.
It's pretty much like that for every part of our game. People fall in love with the game, and they end up incorporating their random dayjob skills into some sort of pool product.
