anytime you make a prop bet on a shot it is assumed by gamblers that it is to be a legal and complete shot.

I nearly always shoot propositions as scratches don't count and sometimes I remember to say that. As far as the original proposition, here's a similar one I like. It takes more than one try. Or at least it takes me more than one try. Balls are on the even diamonds. It's less than 90 degrees. Almost no chance of scratching if you make it.
