Question about proper rail height on a bar box

There's a 7 ft. barbox at a local spot I play, and the manager asked me to check the setup.

Can someone tell me what the proper vertical height should be from the table bed to the impact point of the cushion and balls? I measured it at 34mm. (1.339"), which I fear is a bit low judging from how the balls are behaving. What is the height supposed to be?

In mm I believe it would be 36.5mm
