Question about selling to international customers via Paypal

Actually they can. Paypal charges to your credit card and sends a key which comes with the credit card transaction record - you get verified status after that. Doesn't matter if you don't live in the US.

I'm sorry I wasn't clear. PayPal offers insurance against unwarranted chargebacks. One of the requirements for this insurance is that the item be shipped to an address that PayPal deems "verified". Verification a process you can choose to go through or not when you set up your PayPal account. PayPal only offers this "verification" to US, Canadian and British members at this time. So any shipment outside of these 3 Countries does not qualify for chargeback insurance.

I think you are referring to being "Confirmed", not "Verified"

In the upper left portion of your PayPal account overview is
"Account type" and "Account Status", if that "Account Status" says "verified" then payments from that account will be tagged as "confirmed" and can be subject to PayPal's seller protection policies.

I'm not from any of those countries you listed and it clearly says "verified" in my account.

Interesting, thanks. I'm guessing that if you are not in the US, Canada or England, that even though your account is verified, your address would show as "unconfirmed" if you sent me a payment (unless PayPal just added your Country to their protection program). That's the first time I've heard of a difference in the 2 terms and I use them interchangeably (I'll stop).

The whole point is a little moot for me anyways as I stopped doing International transactions completely even to Canada and England.

I don't like it...

I am glad my international shipments have been OK....I do not think I am willing to take the chance anymore.

Yep mine says verified too. And I have received paypal payments from Singapore and other Asian countries which also show up as verified accounts with confirmed addresses. The same process of confirmation is used here - using the billing address on the credit card.

For what it's worth, the issuance of credit cards is a little more stringent here in Singapore, generally only those employed with salaries above US$1,700 (or 2,500 SGD) per month are able to apply for credit cards.

I wonder what a payment to me from you would show as, I'm betting "unconfirmed". I don't know what PayPal's protection plans are for other Countries, I can't imagine a guy in Romania is only protected if he ships to US, Canada or England, but not his home Country. In The US, if you are PayPal registered in the US and your account status shows "verified" then payments from you have a "confirmed" shipping address and your sellers are eligible for chargeback protection.

I never had a problem either but decided to stop because even one burn in the $5K area would really sting and I can't even imagine the expense and frustration involved in trying to collect a debt in Italy from my home in California.

I am interested in finding out the protection Paypal gives foreign-registered accounts too. I can't answer for Romania, but Paypal has recently opened a rep office here in Singapore which could be of help to sellers/buyers here in settling disputes or investigating fraud.

From their e-mail:
After March 15, 2007, your customer relationship with PayPal will be automatically transferred to PayPal Private Limited...The User Agreement and Privacy Policy will be modified to remove U.S.-specific content and comply with Singaporean law.

Paypal also says on their site that "An address is confirmed if the buyer?s credit card billing address matches his or her shipping address."

As my shipping and billing address are one and the same, it would follow that my account would be verified and confirmed under the law and Paypal's own rules. In my past transactions, the seller would receive an e-mail from paypal that I am a "verified buyer" when I make the payment from my account.

I understand the addresses must be the same, otherwise the payer can cancel the payment according to Paypal rules after the deal has gone through claiming that the item was never shipped. Actually I have bought several cues overseas (USA -> Finland) in a way that I have used my friend's creditcard or Paypal account and then had the shipping directed to my own address. But in these cases there has always been the element of trust involved, sellers know me and my reputation at AzB and I can trust my friends whose cc/PP accounts I'm using that they won't cancel the payments and rip me/seller off. I fully understand if someone refuses to go through with the deal because I'm using someone else's account for payment and I have to respect if someone is in doubt on making and closing deals overseas. I don't like to use checks/wire transfer because the bank here charges something like $70-100 for the transaction or making an American personal check.
 
How about that?

Bank Wire Transfer has been mentioned already, but it does not to be very common. IMO it is the safest way for the seller to deal, as soon as the money reaches the sellers account there is no possibility for the buyer to get the money back. It is more expensive than Paypal though. Costs are around 30 Euro, but if the seller is concerned about Paypal it is a good alternative. In Europe bank wire transfer is used 99%.
Personal note: I think the problem is not the pool enthusiasts all around the world who have integrity in their blood, it is more the upcoming criminality on the net used by well organized groups in Africa and Eastern Europe. There are so many possibilites for fraud through the internet it s terrifying. One should always look for personal contact. Calling from Germany for example costs 3 Cent per minute. A few Cents that can save either of both parties big time.
