So you're playing in a tournament and somehow a ball from a nearby table bounces on your table due to a violent miscue or a jump-shot gone wild, and it disturbs several balls on your table.

Safe to say the only option remaining is to re-rack?

I always wondered what the ruling would be, If a mountain goat jumped up on the table and picked up the case 9-Ball as someone was about to shoot.

This is covered in the Applied Ruling 16.3.C:

Balls are repositioned as closely to their original positions as possible. Player holding the table has the option of removing the turds before shooting or playing the infamous "turd safe".
