Does anyone know of any common pipe that rail inserts can be made from?

I have a hard time paying $9 each for these. I can make these if I can find the material. I have checked standard copper water lines at Lowe's and they are either too big or too small.
Is the only purpose of these to keep the bolt from breaking through the top of the rail? If so, maybe a thin strip of sheet metal on top of the pin would work.
Any suggestions?
