I see maybe people post videos of their straight pool runs and of ghost ball games. What is the best, most cost effective way to video the table.

Cheapest is use what you have
A smartphone. And you will need some way to hold it at a good angle (tripod, tape it to the wall, etc.). All the phones have built in apps to send whatever you recorded to YouTube.
Next cheapest is probably a used digital camcorder. Record to its SD card. Then put that card into your computer, use one of the free movie editing apps to save it to a format YouTube accepts, then upload it to your YouTube account. You'll also need a way to hold the camcorder at a good angle.
What's best (and not cheapest...) the sky is the limit on that one
