Repolishing stainless steel joint

I recently just bought myself a Balabushka GB-4 and some dings and scratches have started to develop. I was just wondering if it was possible to polish out some scratches that are developing on the stainless steel joint. I'm mainly concerned if this will alter the diameter of the joint and make it not be flush with the rest of the cue anymore. How much would this run me if I were to send it off to a cue repair person? Separately, how much would it typically cost to get my cue refinished?

If the cue was refinished the joint would be re-polished and the cue would be re-wrapped.

The cost will depend upon where you are located and who does the work, there is no standard price accross the USA. I normally charge $120 for customers who walk into my store with a cue, if it were sent to me it would be $120 + the cost of shipping.
