Just out of curiousity, does anyone know why they'd use the Flag of England for Jimmy White rather than the Union Jack?

Probably because he is English. The St. George's cross just defines England from the rest of the UK

The Union flag is composed of the crosses of St George, St Andrew, and St Patrick.
....been around for over 200 years

Mind you, I got a feeling most Irish aren't all that happy about the last addition.
