Rule Question

Walked into the poolroom last night and a player said "what do you think of this". They were playing 9-ball and one player jumped a ball. The cue ball ended up balanced on the rail. He asks me if this is a foul? What do you think?
 
Sure its a foul, especially if it stayed on the rail or if it hit a piece of chalk or some other object and came back onto the bed of the table.

If the ball doesn't come back to the bed of the table, it's a foul. If the ball hits something on the rail (chalk, your arm, whatever) and then comes back to the bed of the table, it's a foul.

If the ball comes back to the bed without hitting anything, it's not a foul.
 
I did that a couple of weeks ago and my opponent made me shoot it from where it was. I made the next shot and continued to run out on him. :D But this was just a friendly game nothing that counted. In a real game Joey is right it is a foul.
