Rules question: did my opponent foul on his break?

I am very upset that the video cut off, it looks like some shit was about to go down by the yelling and the guys face LOL

If they were playing league rules, there is no foul because "it's an amateur league and we want the players to have fun". The guy was clearly having fun with the rack, so it's his shot, ball in hand behind the line.
 
Hmmmm, You shoulda waved your cue in the air, calling a ref over...but how do you know to do this before the break?
 
Well, not trying to start a fight or anything, but in the APA that's not a foul as he only contacted the cue ball one time. However when the other grabbed him that whould be considered physical contact and he could be expelled from the APA for such an aggressive action, in The APA. But it looked like a good hit to me
