If the person you are playing scratches and you are playing bar/straight 8, does your object ball have to be out of the kitchen completely to make it a legal shot or is it 50 percent of the ball. Another question is in ball in hand rules, if my object ball is the 1 ball and i miss but hit another solid ball, is it ball in hand.

The position of a ball is determined by its center, not its edge. If the center is over the line, the ball is over the line. If the center is behind the line, the ball is behind the line. An object ball exactly on the line is playable from behind the line with ball in hand.

In eight ball, you are not required to hit the ball you call. You just need to hit one of your own balls first. Also, you only need to call the ball and pocket.

Of course, as Randy pointed out, any bar is free to make up any goofy rule set its patrons like, so you have to be careful, but here are the real rules.
