Rules question

A friend asked me a rules question today, that I couldn't find a distinct answer in any of the rules books.

In the course of normal play, your opponent lays his cue stick on the table and walks around to the other side of the table, in a effort to either aim a object ball shot, or maybe visually look at the tangent line of the cueball. Is that allowed ?
He is not moving any balls, creating a ball foul, or marking the table with chalk - but is laying the cue on the table as a visual aid without his hands on the cue stick.

Let's hear what ya'll have to say ?

I don't think think it is a foul
My friend seems to think it is

or maybe it's just a sportmanship thing

If possible, can I get a legitimate rule book answer, not a guess or hunch

As I recall, if you use the cue as an aid you must be holding on to it with a hand. I just can't seem to find the exact rule anywhere at the moment.
 
Not foul as long as you don't keep a hand on it and use it to get an aim point or angle.

Not a foul in BCAPL / USAPL. This rule was relaxed several years ago.

OFFICIAL RULES OF CUESPORTS INTERNATIONAL
RULE 1-3.1.f USE OF EQUIPMENT
You may use your cue, held in your hand or not, to help align a shot. You may use your cue and hands to measure angles and distances for bank shots and kick shots. No other cues, bridges or equipment may be used.
